Roundup from GovHack 2017

Starting in a single Canberra venue in 2009, GovHack is now the largest open data hacking competition for government worldwide, with over 3,000 participants, coaches, mentors and organisers across 36 venues around Australia and New Zealand.

Over a 46-hour period participants including coders, creatives, data crunchers and facilitators, redesign and reimagine citizen services and use open data to visualise fresh insights into government decision-making, taking part in a competition with over 80 prizes and a prize pool of over $250,000.

The event is organised and run by volunteers, but GovHack has support from the Australian and New Zealand Governments, all Australian state and territory governments and many local governments across ANZ, as well as a range of corporate sponsors. This was the first year that the Northern Territory became involved with the event.

Many senior public servants drop into the event over the weekend, and have a keen interest in using ideas from GovHack within their agencies.

This year Accenture was the Platinum Sponsor for GovHack, the first time a corporation has taken such a significant interest in the event - a trend I hope continues as these types of event gain steam as a creative way for companies and governments to innovate quickly.

Accenture sponsored two awards, the ‘Into the New’ award for Australia challenged participants to demonstrate innovation and new thinking in all forms. This could be new ways to experience and interact with public data or new approaches to citizen experiences that help citizen and governments journey into the new together. It attracted 138 entrants from around Australia, from a total of 373 projects submitted.

Accenture’s ‘Re:Invention’ award for New Zealand challenged participants to design a citizen experience that builds on something government already does to deliver a more effective and engaging way of interacting. It attracted 12 entrants from Wellington, Auckland and Hamilton, from a total of 66 New Zealand projects submitted.

While GovHack itself is over for 2017, state award events will be held in August, and an international Red Carpet event for National and International Award winners in October. You can view the closing video from GovHack 2017 here.

How much will Australians pay for the openness and transparency we expect from our governments?

In business if no-one will pay for a product it ceases being made, or never gets off the drawing board.

Government doesn't quite work the same - many government functions and services are designed as 'public goods' - things we all need, but that many 'customers' cannot or would not pay for.

This includes services such as national defense, law and order, welfare, health care and education.

Democracy is also a service and comes at a cost - as does openness and transparency in government.

It costs money to hold elections, to release documents and data, to provide independent watchdogs that address citizen complaints, monitor agency activities and investigate corruption.

In fact measures that reduce democracy or government transparency sometime receive public support from citizens. Often this is because the consequences are not fully considered or, in a few cases, some of these individuals actually benefit from less democracy or transparency.

Many dictatorships get their start from democratic states where citizens are unwilling to invest in their own freedom and democracy. Governments on this track may gradually reduce what is visible using an economic cost argument, and foster a 'political class' that values cost-effectiveness over public good.

We've seen some of this over the last few years in Australia, with the situation of the Office of the Australian Information Commissioner being a prime example. The (much reduced) Office is now being sustained on a 3-monthly basis grudgingly by the Attorney-General, who lacks the parliament's approval to close it  down.

However it's not simply governments who aim to provide transparency into governments. There's a range of non-government organisations working in this space as well, from Transparency International to the Sunlight Foundation and Open Australia.

All of these organisations rely on funds to operate - transparency isn't free - and in Europe and North America there's well-established donors and systems for funding these groups to effectively carry out their roles.

Australia lacks these donors and systems and, it appears, even our governments are not interested in funding these independent organisations.

One such organisation is OpenAus. Founded and run by Rosie Williams out of Sydney, the service has taken a range of government data on budgets and charities and uncovered key insights that have never before been visible to the Australian public.

Rosie's work has been featured in numerous media outlets and attracted positive attention from some of the highest officers in the Australia Public Service.

However there's little in the way of funding available for this type of work in Australia. As Rosie says in her latest blog post,

There is no eco-system providing financial support to transparency projects. Projects like mine tend to veer away from government funding (to remain independent politically) and do not reflect the priorities of the venture capital ideology. As such there is a funding challenge in grassroots transparency projects in Australia that can only be filled by the citizens.

Rosie has reached out to a range of potential funding sources, but come up largely dry. Her current work has been funded through the New Enterprise Incentive Scheme (NEIS), a nine-month business building program which is set at the payment level of the dole. This is hardly sufficient to fund an individual, let alone grow a business.

Rosie will shortly finish NEIS and, having attracted only $1,500 in donations for OpenAus, is likely to have to transition back into a normal programming role.

Even if she maintains OpenAus alongside a full-time job, it will be much diminished - as will Australian government transparency.

Remember that if Australians are not willing to pay for the openness and transparency we expect from our governments, then we will get what we deserve - a much diminished democracy and more opaque state.

Certainly we should expect governments to use more of the funds they already collect from us to support transparency - 'reporting back' to their 'shareholders', citizens.

However for truly independent views on our government citizens need to directly contribute - via effort or funds - to organisations such as Rosie's.

Register now - hugest Gov 2.0 Canberra event for 2013 - THREE international speakers on 4 December

For the last Gov 2.0 monthly event in Canberra for 2013 Pia and I have been able to arrange three prestigious international speakers - who are all in town at the same time.

Who are they? None other than Andrew Stott, former UK Director for Transparency & Digital Engagement; Davied van Berlo, the Netherlands' leading Gov 2.0 advocate and founder of Civil Servant 2.0; and Martin Tisné, steering committee member of the UK Transparency and Accountability Initiative and the Open Government Partnership.

The Gov 2.0 Canberra event is on Wednesday 4 December from 2-4pm. The venue is still being confirmed, so we're not quite sure of seating yet - early registration is a must!

How do we solve falling trust in online services before it becomes critical?

A few days ago LinkedIn launched its latest IOS app, Intro.

The app promises to integrate LinkedIn profile content directly into emails, allowing more rapid connections and helping give email recipients access to a range of relevant information about the sender.

Given both Apple and LinkedIn are well-known brands, many people are likely to trust that this app is safe for them to use, that these two global companies have taken every step to ensure that users are not exposed to privacy risks.

It's also not a big decision. Intro is free and installing the app is a two-click process, done in under 30 seconds. People are unlikely to spend the time to look at the usage policy in detail, or consider the impact of such a simple decision when they trust the brands.

However, in this case, trusting LinkedIn and Apple may not be wise. Global Security Consultancy Bishop Fox released a very compelling post outlining serious concerns with how LinkedIn's new app works.

According to Bishop Fox, the app works in the same way as a 'man in the middle' hacking attack, by sending all of a user's emails through LinkedIn's mail servers. Here they could be read by LinkedIn or, if encrypted, this process could stop the final recipient from ever receiving the email.

LinkedIn states that it will keep information from the emails it captures - and while it states that LinkedIn “will never sell, rent, or give away private data about you or your contacts.” there's no clarification of what data LinkedIn might consider private, nor any solid information on how LinkedIn has mitigated against the type of security breach it suffered in 2012.

This is just a single instance of a situation where the public are being asked to trust a company to do the right thing online, while there's no guarantee they will, and often there's few ways for an individual, organisation or even a government to hold a company to account when they fail to keep their end of the trust bargain.

So the conundrum for the public has become, who can they trust online?

Clearly there must be a level of trust to use online systems, with banks and government clear cases of where trust relationships are critical for transactions and service provision. With no trust in online systems, online banking and egovernment could not exist.

Social networks are also important. As places where people store personal information and share more and more of it over time, there's a clear requirement for companies to appear trustworthy and safe.

Even search engines, which have become the front door to most websites (with Google the dominant player), have a huge trail of data on their users - what you search for helps define who you are, particularly when people use search for medical and personal matters.

The public must implicitly trust all these organisations to both play nice with their personal information and to secure it such that nefarious groups or individuals don't get it. However it has become very clear that they simply can't.

Whether it is commercial providers, who primarily use this data to identify more effective ways to sell, or governments and banks who require this data to validate individuals, the number of reported data breaches is rising - in a global environment where few governments legally require companies to report breaches to the people potentially impacted.

On top of this comes revelations of data surveillance operations by government agencies, such as the NSA, commercial entities such as the example from LinkedIn above, where the data helps them productise their users, or organised crime, who use hackers and insider sources to secure valuable data for use and resale.

However despite increasing concern over how data is secured, who can access it and how it will be used, individuals continue to use many of these online services, either because they simply cannot live their normal lives, or conduct business, without using them, or because of the "it won't happen to me" principle.

If public trust disappears, what does that mean for every organisation using the internet to build its business or to provide more convenient and cost-efficient services?

What impact would it have on government, where a shift to electronic transactions means less investment in other channels and, over time, less capability to meet citizen needs should a collapse in online trust occur?

I don't know how this situation can be resolved, particularly with the low attention paid to ensuring organisations report and rectify data breaches and be clear on how they will secure and use data.

While it is a global issue, individual governments can have an impact, by establishing a robust privacy framework for their citizens and recognising that people own their own data and any organisation allowed access to it should be held accountable for not securing or using it appropriately.

Do we have such a regime in Australia today?

I wanted to finish with an extract from the response I received from the Australian Privacy Commissioner when I reported the LinkedIn app using their email form:

I wonder how many individuals may have their privacy breached, or organisations their confidential data exposed, by a single popular mobile app from a well-known company in this period of time.

Fantastic article: The more things change: Technology, government and the public sector

Martin Stewart-Weeks, Senior Director, Public Sector, Cisco Consulting Services, has written a fantastic article on the potential for technology to disrupt and create new possibilities for governments and the public sector.

The article discusses how technology is changing the shape and speed of government, as well as many jobs in the public sector, and looks at potential models for reshaping the public service to meet the needs of the 21st Century.

The article was presented at the Australian Government Leaders Network event in July 2013 and, with Martin's permission, I've included a copy below.

Can an 'open' government site be open if it is poorly designed?

I was chatting with Paul Davis on Twitter recently about the The State Decoded, an open source US-developed platform for accessibly and openly exposing state legislation online (see the platform in use at Marylandcode.org).

He suggested that the tool was effectively a US version of Austlii, which is a repository for Australian federal and state law.

My view was that there were significant differences between the two approaches.

The State Decoded is an open source platform being crowd developed, which anyone can replicate for any jurisdiction. It contains APIs, presents all content as accessible web pages and is nicely designed to be easy for casual users to access.

Austlii, on the other hand, is a closed platform developed by two universities. There's no APIs, much of the content is available only as PDFs and documents, and the design - well, minimalist is possibly the right term, with the site difficult to navigate for all but university professors (who developed it) and lawyers.

When I made this comparison (in brief given Twitter's character limits), Paul said to me...
This made me think a little - do I consider visual design a criteria for openness in government?

And my answer was:
I thought in this post I would expand a little on my view.

For some technically orientated people design can be an afterthought. Their focus is on making a system or machine work as it should, able to take in data and spit out information correctly and quickly.

For these people, design is a 'nice to have' added towards the end of the process, with sites and systems made 'pretty' to appease the communications and marketing people, but is otherwise non-functional.

I've participated in many IT-led 'design' processes, where the focus was on how entities within the system should interact with each other, and the testing focused on 'user-acceptance' - which basically is designed to answer the question 'do the system's features work as intended?'.

In these processes there was little or no consideration regarding the visual appeal of the solution, whether the terminology was understandable to the audience, the search results expected or the navigation logical for non-experts and non-programmers. At best there was some commitment to making the site accessible - however this often meant 'bare bones' lists of text on a white background, rather than using alternative methods  to provide a pleasurable experience for all users.

Of course it is essential that websites and system respond quickly and as intended. However if users don't find them appealing, intelligible or intuitive, they will use them unwillingly, if at all.

I like to compare this to the car market. Originally cars were designed to be functional only - with little in the way of 'frills' to appeal to the public. The hard part was in getting the mechanics to work right and to last and car developers (blacksmiths, bicycle and train makers) weren't concerned about appeal.

Today, however, you'd be hard pressed to find any car maker who doesn't strive for visual perfection as much as for mechanical perfection.

Yes we expect cars to perform flawlessly, but we also expect them to look good. All things being equal (mechanically and safety wise), more attractive cars outsell less attractive cars, people develop more attachment to them, use them more and stick with the brand.

So to with products on supermarket shelves. In many cases people are selecting between products which differ little in their composition (or they don't understand the technical differences), simply choosing on the basis of how the packaging looks and makes them feel. Companies build their brands around their visual and emotional connection with customers, with ingredients a secondary (though still important) consideration.

So it is for software and websites. Well designed software systems and sites attract more use - even where they may be technically inferior (who can tell if a site is a few milliseconds slower than a competitor).

And so it is for open government sites. It is certainly possible to make an open government site with brilliant functionality and the best data - however if it doesn't visually resonate with the audience, if it isn't appealing for them to explore and use, it won't be broadly used.

Governments who seek to be open should recognise that it isn't simply about exposing lots of data, or opening the doors for user participation on a mass scale online. Design must be core to the thinking, how sites are designed, how users interact with the system, the structure of the language and of the navigation.

For openness to succeed in attracting broad interest and active participation from citizens, governments must not only think about what they release, how they release it and how they invite citizens to participate.

They must equally consider the citizen-experience, whether citizens can access information or participate in an intuitive and comfortable way, how citizens feel when using the site - excited, engaged and empowered (for a well-designed site), or frustrated, marginalised and stupid (for a poorly designed site).

Design is important and needs to be involved from the start of the development process. How people should feel when engaging should help drive the features and their operation, rather than trying to 'retroengineer' a clumsy system to meet user needs (a far more expensive and unsatisfying process).

So I stand by my view on open government - a technically open site that is unusable for casual users due to inconsistent, inaccessible & generally poor design isn't open.


Indeed, if a government is only playing lip service to openness (forbid the thought), poor design might be an effective tactic to hide things 'in plain sight', reduce the number of user and 'tick boxes' without revealing anything they are required to publish, but don't want easily found.

So where a government, or agency, releases poorly designed open data or engagement sites (particularly as a second or third version), just as they may release a 'bad news' media release under cover of a major news story, or an old report deep in their site (so they can say it is public even though no-one can find it), citizens really need to consider whether there really is a government commitment, or simply the appearance, of openness and transparency.

Why do agencies struggle with FOI and open data so much?

The linked email conversation (in a blog post), Freedom of Information Request for Classification Data, provides an interesting insight into the struggles government agencies are having with FOI and open data and with the difficulties applicants are having accessing data which should be available in reusable formats.

In this case information which is publicly available and searchable has been made less accessible by an agency in their site (breaking a site scraper). Then after the developer asks the agency for access to the data under FOI the agency (after several delays) offers to make it available for $4,000.

As far as can be determined from the information provided, the process for releasing the data - which is already in a database - simply requires a single SQL command.

The appearance is that the agency is being badly let down by its IT systems or staff - or that it is unwilling to provide the data.

Either situation is a sad reflection on the agency and on the commitment of the government to openness.

I'll keep tracking this request - as are also a number of people in the open data space - to see how it is resolved, and how long it takes to do so.

Sharing and comparing political party policies - developing an XML schema for party policies

Something I've had on the backburner for awhile has been the development of a better way to share and compare political party policies.

If you've ever looked at the policy platforms of different political parties in the same election campaign, you'd recognise that each writes their policy in a different format, including different information and a different flow.

For example, compare the way the policies are presented by the three main parties in the ACT election:
The differences in how policies are constructed and presented leads to four critical problems:
  • It is hard for average voters to quickly understand policies from different parties (as they are formatted and written in different ways)
  • It is very hard for average voters to compare policies on the same topic across parties (as they don't contain the same types of information)
  • Sharing policies with constituents through third party sites is very hard. Parties rely on their own sites and have no effective way for supporters or media to rapidly embed their policies into other websites for promotion, comparison or discussion purposes.
  • Accessibility of many party policies is poor. They are often presented as PDFs only (and not accessible ones), or in other inaccessible formats.

A solution must address the four problems:
  • Make it easy for average voters to quickly understand policies from different parties - supporting a common format and approach
  • Make it easy for average voters to compare policies from different parties - containing a standard set of information
  • Allow policies to be easily shared with third party websites, mobile apps and other digital services but keeping a single point of truth
  • Support accessibility by separating content from format
What's the best approach to achieve these four things?

An open XML schema for policies! 

Why is this the best approach?
  • Because this allows political parties to provide their policy information in an easily reusable and comparable manner, without sacrificing their ability to provide unique information important to their own policy position.
  • It preserves the party as the 'source of truth' for their policy, they can update it whenever they wish and anyone who has embedded a copy of their policies will have them automatically update (drawing on the updated XML), ensuring there's no confusion as to what a party's current policy may be. 
  • It improves openness and transparency for the party, supporting an open government agenda and helping voters and the media quickly understand what the party is communicating. 
  • It also promotes sharing, meaning that parties can enlist their supporters to communicate their policies - increasing reach and cut through across the community

Would you mandate that your staff must have a social media presence?

Would you mandate that all your staff must use social media, at least to give it a try?

That's what one company in the US, Domo (a business intelligence startup), has done.

The CEO, Josh James, has mandated that all 130 of Domo's staff complete 20 social media and online tasks over eight weeks, from creating three Google+ circles to creating a playlist on a online music service.

Called "the #domosocial experiment", as staff complete tasks they receive badges and there's rewards for individual staff who have met the full target, plus a bonus day off if the entire company achieves the goals.

If uncomfortable with the concept, they can create 'disposable' accounts - simply so that they understand how various online services work - rather than using their existing personal accounts or creating an ongoing online presence.

As reported in TechCrunch, the experiment is already delivering results,
James says he can see a difference in the way the team operates. He recalls tweeting out some company news, then seeing it retweeted by more than 50 percent of the workforce. Another time, he says he tweeted about a feature that he was really impressed by see in another product. James didn’t mention it again, but two weeks later an engineer proudly demonstrated a way to add that functionality to Domo’s product. And it’s not just about watching the boss’ Twitter account and keeping him happy. James also says that when he walks through the company’s cubicles, he’s more likely to see (or hear) consumer apps like Pandora or Rdio in action.

Should other organisations take this step - mandating their staff to at least trial the use of various social media and online tools?

I think there's merit in the concept.

Staff don't need to be taught how to use television, radio or newspapers because they universally grew up exposed to them.

However the generations that grew up with social media are only at the cusp of hitting the workforce, so there's a lot of people in your organisation who are extremely familiar with traditional media but potentially lack experience in online.

While it may not be practicable to mandate that all staff must use social media, teams that deal with public and stakeholder engagement, communication, customer service and business intelligence should all be well equipped to use online channels to meet the goals of the organisation.

Using a reward based process, as Domo has done, provides a better canvass than a penalty based approach and, I think, is well worth considering.

I have begun to hear of communications teams in the private sector who will not hire staff who are not conversant with the major social media channels, and courses for senior managers - both within and outside the public service - which require as 'home work' that they establish Twitter or other accounts.

If we want to foster a 21st Century workforce then we do need to take steps to create it, not just sit back and wait.

A strategy encouraging people to use online tools, which costs little to implement, might be a good start.

What are Australian Government agencies using social media to achieve?

I'm still collecting responses to my FOI request, however felt it worth providing some interim data on what Australian Government agencies are telling me that they are using social media to achieve.

Of the 166 FOI requests I sent out, I have, so far, received 59 legitimate responses in survey format (35%), another 10-20 in other formats (not analysed below) and 6 refusals to respond.

(I also received a survey response from the 'Dept of Silly Walks and Frilly Pants' that I've disregarded in this analysis. However I am pleased that FOI officers have healthy senses of humour!)

Of the 59 legitimate responses, 43 agencies indicated in Question 8 of my survey that they used social media channels for some purpose.

That is, 73% of Australian Government agencies in my sample are using social media.

This demonstrates how far the public service has come in embedding social media into their activities. However what do they say they are using social media to achieve?

So, what are my conclusions from this data?

Firstly, there is a high use of social media for official purposes throughout the Australian Government. Almost three-quarters of agencies (73%) reported using at least one (and more commonly two or more) social media tools.

The most popular use for these tools is for stakeholder engagement or collaboration (53.24%) - well ahead of operating an information campaign (42.37%), indicating that social media use is expanding beyond Communication teams into broader agency use for two-way dialogues.

Responding to customer enquiries/comments/complaints was also quite high (42.37%), indicating that many agencies are serious about the use of social media channels for engaging.

Monitoring citizen, stakeholder and/or lobbyist views and activities was lower than I would have expected (28.81%). This is potentially the most cost-effective use for social media as it doesn't require engagement by an agency and can often be accomplished with free tools and limited time. I hope more agencies take this up in the future as it can provide deeper insights into their stakeholders and clients and help head-off issues.

Consultation was also lower than I had expected, with only a quarter of agencies respectively using social media for a public consultation process (27.12%) or for a stakeholder or other restricted access consultation process (22.03%). This is an area with significant potential to add value to policy deliberations and to provide a cost-effective extension or replacement of physical consultation events (particularly when budgets are tight). I hope more agencies take this up in the future as well.

The lowest rating answer was for policy or services co-design (11.86%), an emerging area which has a potentially bright future ahead of it. I can understand this being low as it is a new area for many agencies, but hope it grows as they realise the efficiencies of online co-design processes (alongside offline processes).

Finally, the other type of activity answer provided some interesting food for future thought. The answers provided by agencies, excluding the naming of specific social media tools and general use, fell into several significant categories; recruitment, internal communication and crowdsourcing.

These are all emerging areas where social media can make a significant difference and I hope we see a lot more of them in the future.

There is more analysis I will do down the track - which social media tools are most often used for each type of activity, what are the average number (and types) of tools used by agencies), however I'll wait for all responses to be received before putting this time in.

All in all the interim responses are very positive (at least from my position as a Gov 2.0 Advocate), with Australian Government agencies making strong use of social media across many different types of activities.

Don't forget the why of Gov 2.0

In any job it is easy to get caught up in the details - the what and how of what we need to do, day in and day out, to deliver the outputs demanded of us.

Whether it's writing a brief, building a website, managing a social media channel, responding to a crisis or some other activity driving our actions, the focus is on what we need to do and how we need to deliver.

However amongst all this activity it is important to take time out periodically to consider why we are doing what we do.

What is the purpose of our activities, what are the outcomes we want, not simply the outputs.

This is particularly important for Government 2.0, which is essentially a set of strategies, tools and techniques - not a goal in and of itself.

When, as an individual or an agency, we decide to use social media to communicate or collaborate with our stakeholders and citizens, or release data in machine-readable formats for reuse, we need to consider why we are taking these steps. What is the goal we're trying to accomplish, or the change we're trying to make.

We shouldn't be engaging in Gov 2.0 activities because of the 'bling' of working with cool technologies, the thrill of doing something new first or the kudos from peers, speaking engagements and awards.

The Gov 2.0 activities need to help us deliver on the why we are there. Helping the public to make better choices, helping government better understand its customers and what they need to live full and rich lives.

Government 2.0, just like government, is a tool to achieve a desired goal - a happy, healthy, fair society where everyone can live securely and with mutual respect and understanding under a transparent and accountable system.

So stop, take a breath and consider why you're doing what you're doing. Think about whether you've picked the right approach - the 'how'- and whether there's more, less, or different things which you could do to best achieve your why.

Put your why first - decide why you are going to do what you are going to do - before you decide what you will do and how.

Also consider the video below - the power of considering the why - it can do much more than assist aligning your Government 2.0 initiatives, it can reshape organisations or revolutionise the world.

Why aren't Aussies using open government data to create value?

This post was inspired by a comment by John Sheridan on Twitter,
craigthomler what I'd like for  ? egs of use of  for service delivery innovation, value creation etc, not just curiosity
It's a good New Years wish and highlights two questions that I have been pondering for a long time.

1. Why aren't people making more use of publicly release government data?
2. Does making government data publicly available have any value if people aren't using it to value add?

Let's take them in order...

1. Why aren't people making more use of publicly release government data?
In Australia the data.gov.au catalogue contains 844 datasets (and growing). NSW (data.nsw.gov.au) and Victoria's (data.vic.gov.au) catalogues are also quite large. 

By comparison, the US data.gov catalogue contains over 390,000 datasets, Canada's data.gc.ca over 265,000, the UK's data.gov.uk around 7,700,  Singapore's data.gov.sg about 5,000 datasets and New Zealand's data.govt.nz over 1,600 datasets.

Across these six countries (I am excluding the two states), that is in excess of 670,000 datasets released publicly. However if you search around there's not that many apps listed using the data. The US site lists around 1,150 and Australia's site lists 16 - however that's not many compared to the number of datasets.

As Victoria's data blog asks, what has happened to all the apps produced in government-sponsored competitions? Are they actually worth holding?

OK, let's work through a few possibilities. 

Firstly it could be that these datasets are being widely used, but people simply aren't telling the catalogues. Data may be embedded in websites and apps without any communication back to the central catalogue, or it may be downloaded and used in internal spreadsheets and intranets. In this case there's no actual issue, just a perceived one due to lack of evidence.

Secondly, to face facts, the majority of people probably are still not aware of these data catalogues - they haven't really been widely promoted and aren't of much interest to the popular media. Therefore there may be hundreds of thousands of people wishing to access certain government information but unaware that it is readily available.

Thirdly, those people aware of these datasets may be daunted by the number released, unable to find the data they specifically want to use or simply aren't interested.

Finally, perhaps simply releasing a dataset isn't enough. Few people are data experts or know what to do with a list of values. Could it be that we need simple and free analysis tools as well as raw data?


There's steps governments can take to address all of these possibilities.

If people aren't telling the government about their apps, why not establish light 'registration' processes to use them which capture information on why they are being used? Or if this is too invasive, offer people appropriate incentives to tell the central catalogue about their uses of the data.

Secondly, there may be a need to promote these data catalogues more actively - to build awareness via appropriate promotion.

Thirdly, perhaps we need to do more user-testing of our data catalogues to better understand if they meet the audience's needs. Combined with excellent mechanisms for suggesting and rating datasets, this could greatly inform the future development and success of these catalogues.

And finally, governments need to consider the next step. Provide the raw data, but also provide sites and tools that can analyse them. Sure governments are hoping that the public will create these, and maybe they will, however that doesn't mean that agencies can't do so as well. There's also pre-existing tools, such as Yahoo Pipes, IBM's Manyeyes and analytics tools from Google which could be pre-populated with the government datasets, ready for users to play with.

Alongside all these specific solutions, maybe governments need to start using some of the tools at their disposal to ask why people aren't using their data. Is it the wrong data? Presented in the wrong way? Too hard to use? Market research might help answer these questions.

2. Does making government data publicly available have any value if people aren't using it to value add?

Now to take the second question - does it really matter whether people are using open government data anyway?

Are there other goals that releasing data addresses, such as transparency and accountability, intra-government sharing and culture change?

If the mandate to release data leads to government culture change it may drive other benefits - improved collaboration, improved policy outcomes, cost-savings through code and knowledge sharing.

Of course it is harder to provide a direct quantitative link between releasing data, changing culture and the benefits above. However maybe this is what we need to learn how to measure, rather than simply the direct correlation between 844 datasets released, 16 apps created.

Why open data and public collaboration is important for 21st Century democracy

Beth Noveck, formerly the White House Deputy CTO, has published a fantastic paper on why it is so important to evolve democratic systems for the 21st century, and providing details of how a range of governments around the world are doing so.

The paper is titled "Evolving democracy for the 21st Century" and is available from her blog.

Through a combination of improved transparency and accountability, the public release of data in reusable formats and the willingness to openly collaborate with individuals, not-for-profits and companies in using that data and thinking from outside public services to develop new policy insights, governments today have the most significant opportunity in over a hundred years to reframe their relationships with their constituents and draw on the wisdom of the crowd to improve policy outcomes and services.

 I hope the opportunity is not squandered.

Traditional media insiders are the least qualified to comment on the future of traditional media

With the release of News Ltd's Future of journalism 'discussion' I've submitted a 'Your view' to the site which may, or may not, be published at some point in the future.

On the basis that traditional media is no longer the gatekeeper for participation in public debate I have posted my submission below.

I see a lot of the debate over traditional media relevancy and business models being very 'fiddling on the edges' stuff, attempting to use technical or legal barriers (such as copyright) to preserve an industrial era view of media which media consumers, now also media producers, are rejecting in droves.

Today any individual or organisation can create and maintain its own media platform capable of reaching 95% of Australians, and over 2 billion people worldwide.

The Internet, by merely existing, allows entrepreneurs and agile organisations to question all previous assumptions about the collection, collation, filtering, distribution and monetization of content. As a global playing field, the importance of geographic boundaries has been further diminished.

Being agile, efficient and effective is no longer sufficient. Organisations must be prepared to destroy and reconstruct themselves under entirely different models to remain competitive and relevant.

The jury is still very much out as to whether traditional newspapers, radio and television media organisations will be able to do this before they see a substantial amount of their profitability dry up.

My submission:

It is no surprise that people who work in traditional media, who have a financial and emotional stake in its future, are supportive of their organisation’s future (provided they are agile, efficient and effective).

I can see expert blacksmiths believing the same with the arrival of mass-produced cars and metalwork.

However what those beholden to traditional media cannot see is the viewpoint from the outside world.

Yes access to information is a requirement for liberal democracies. Yes quality news is a tool used to stabilize societies and promote understanding.

However there is no law of nature that states that profitability must be at the root of quality news coverage and reporting. Nor is there a causal link between professional journalism and professional news reporting – journalists, as humans, are as prone to reflecting their own biases as others and, even when trained to be objective, are at the mercy of sub-editors (where they still exist), editors and the overall political ambitions of for-profit media concerns.

Now I am not saying that government-run media (with no profit objective) is the answer. These systems bring their own control and bias issues, they still need cash and still have oversight from humans who may be influenced by political views.

Nor am I saying that for-profit, or even not-for-profit independent media outlets do not have a future. They do.

However the vast expansion in expressive capability that has been realized through the Internet has offered a second model to news gathering and reporting that will seriously challenge the biases of distribution systems with tacked on news collection and reporting facilities.

There is no reason to assume that industrial news services will continue to be the leading players in the media market – certainly the impact of the web on other industrial era centralised industries has been profound. When the means of production and distribution are diversified, some necessary changes and adaptation is required.

However those who have financial and emotional connection to the old models, while the most prolific commenters on new models, are not the gatekeepers to these new media forms, nor are they objective and impartial observers, able to assess the changes without bias.

I would challenge News Ltd and all other industrial-era news industry players to look outside themselves and their orbits (bloggers who are, in effect, news people) to the broader changes occurring in society.

We need to consider new models – perhaps the disaggregation of news collection and distribution, creating an open market for people to write news, have it submitted to, paid for and distributed by strong distribution channels, or for citizens (who are now all journalists, so we can drop the ‘citizen journalist’ tag) to be paid based on views, likes and reputation when submitting their work to an open news distribution platform.

News is no longer the news, access to distribution is the news and there is a pressing need to experiment with new approaches to opening up news distribution rather than locking it down into professional guild-like channels.

I've just read the latest speech by Annabel Crabbe on the changing face of the media and politics and thought it worth highlighting as, to my knowledge, it is the first serious piece by an Australian professional journalist in recognizing the changing face of journalism, politics and communication (including by government agencies).

Her views embody much of what I have believed over the last fifteen years and spoken personally about at conferences and in my blog over the last five years - the traditional view of journalism and politics is being washed away, being replaced with a far more equitable, if less controllable, environment.

The role of social media during the Arab Spring

John Sheridan posted a link on Twitter to a very interesting analysis of the impact of social media on the revolutions across the Arab world over the last year.

The paper provides strong evidence that social media was one of the key causes of these revolutions due to its ability to place a human face on political oppression and had a critical role in mobilising dissidents to organise protests, criticise their governments, and spread ideas about democracy.

The report claims that social media had a central role in shaping political debates, for example,
Our evidence shows that social media was used heavily to conduct political conversations by a key demographic group in the revolution – young, urban, relatively well educated individuals, many of whom were women.
Both before and during the revolutions, these individuals used Facebook, Twitter, and YouTube to put pressure on their governments. In some cases, they used new technologies in creative ways such as in Tunisia where democracy advocates embarrassed President Zine El Abidine Ben Ali by streaming video of his wife using a government jet to make expensive shopping trips to Europe.
The report also provides evidence that online conversations about liberty, democracy and revolution on Twitter often immediately preceded large protests. This supports the use of social media as a civic organising tool.

Governments that attempted to shut down the internet, or specific social media services, were clearly also of the view that these were key channels for public dissidence outside their direct control, unlike  government-run or influenced newspapers, radio stations and television channels.

Finally, the paper demonstrates how social media was used to open up internal discussions to the world, helping spread democratic ideas across borders, providing global support networks for local dissidents and informing the media, which then fuelled awareness, interest, engagement and support for the Arab Spring through media reports.

The paper is an excellent read and quantifies a number of the effects of social media during the Arab Spring, which could be used by political 'dissidents' in other countries to help influence local debate.

Note that like all research, it is a little of a two-edged sword, as the paper could also be used by governments seeking to minimise debate to pre-empt online dissidence by establishing frameworks that can be extended to allow strict control of online discussion.

These frameworks  include national firewalls, broad-based and readily expandable online censorship regimes, internet kill switches and approaches that place the control of national internet infrastructure into government-controlled monopolies.

Often justified as beneficial initiatives designed to protect people from international cyberattacks, online fraud or inappropriate online content (which they may also do), these frameworks, if implemented without appropriate legal and privacy checks and balances, can be repurposed to restrict citizen access and quash undesired public debate, exclude certain individuals or organisations from participating online or even identify specific troublemakers for incarceration or worse.

Are Australia's emergency services ready to engage with social media? BushfireConnect unsuccessful in government grant bid

It's come to my attention that the BushfireConnect team were unsuccessful in securing a small grant under the National Disaster Resilience Grant Scheme to support their work in providing emergency support during Australia's bushfire season.

I've been told that the reason the grant was rejected was that, "as the VIC Emergency Services do not yet have a Social Media Policy, they did not 'feel comfortable with' being seen to 'endorse' Emergency Management Social Media projects by providing them with grants."

All three social media projects vying for a grant were rejected.

Reportedly, they are still working to get their heads around the use of social media in emergency management.

I wonder how many other social media initiatives across Australia have been knocked back due to government officials (at any level) not yet having their heads around the area as yet.

BushfireConnect was established in May 2010 and has been run by volunteers with no formal support from government.

They are currently seeking volunteers to help manage the service once the official bushfire season starts on 1 October.

As they said about the grant result,
We could probably spend hours chewing the fat on the why and the how, but this is the landscape we're all working in. In the mean time, the fire season is starting as early as September this year, so we have stuff to do :) Hopefully we can get sufficient traction this season so that we cannot be ignored in the future.

AGIMO launches Government 2.0 Register for Commonwealth government

I've been a bit behind on blogging in the last two weeks due to my new job, however expect to get back into the flow next week.

In the meantime, this week has seen the important announcement of the Government 2.0 Register from AGIMO, which attempts to collect all of the Australian Government's social media initiatives into a single place.

The Register makes it much easier for agencies to compare and contrast executions, learn by others' innovation and build business cases for their own activities (where decision-makers are unaware of how much is actually going on).

While any list of this type is almost certainly going to miss a few initiatives, AGIMO has done an excellent job of identifying what is going on and is supporting user updating - meaning that agencies can self-report activities (or third parties can report for them).

Given the struggle I've had at time maintaining lists of Australian Gov 2.0 initiatives - as many agencies don't announce their public activities as publicly as they could - I'm very happy to see AGIMO taking on this challenge with their much greater resources and as they're actually paid to know what's going on so they can advise people effectively.

It is vital for Australian Governments to have internal self-knowledge of what their various agencies are doing, and sharing, collaborating and borrowing from the successes of others.

Otherwise we'd constantly be reinventing the wheel and waste public money hand over fist.

I hope we'll see similar initiatives outside of Gov 2.0 as well, enabled by Gov 2.0 platforms. Such as agency recruitment sites, research activities and reports, procurement practices, financial systems, organisational policies (starting with social media policies) and other areas where government agencies can share information in ways which improves collective knowledge and skills, reduces redundant work and saves money.

Who knows - maybe in the future new agencies will simply be able to pick from a 'shopping list' of best practice policies and approaches across government!

Coping with the challenges of two-speed government agencies

A couple of weeks ago I blogged about 21st Century society vs 19th Century laws and policing. My post discussed the interview and arrest of Ben Grubb, an Australian Technology Journalist, by Queensland Police in the context of the challenges for legislators and law enforcement in remaining current and relevant in a quickly digitalising world.

A second issue arose on Twitter related to a response by @QPSMedia to a question. The QLD Police Media Unit stated publicly that Grubb had been interviewed but not arrested.

Unfortunately this was untrue at the time. Grubb had been placed under arrest. @QLDMedia corrected their statement as soon as they were made aware of the changed situation (and took a little flak over their correction for "being too informal" - but that's the value of Twitter, short, fast and personable).

My understanding in this case is that the Queensland Police Media Unit had checked and obtained high level clearance for the original 'interview' tweet. As far as they had known the original information was correct at the time of tweeting.

I'm not about to criticise @QPSMedia for providing information they believe is correct at the time and then amend as soon as the error is recognised - that's actually very good practice. Frankly, considering the Queensland Police is a 24-hour organisation with 15,000 staff and over 5.2 million interactions with the public each year, it is unreasonable to assume that every interaction will be perfect.

Even if you could effect a communications accuracy rate of 99.999% (with humans mind you, not machines) this would still leave room for one mistake each week (52 per year).


What this particular situation does highlight for me is a major challenge for government agencies as they begin adopting social media. They are becoming two-speed organisations.

The small teams in agencies that manage online channels and engage via social media are developing the culture, systems and processes to support rapid, open and less formal communication. They have, or are becoming, attuned to how to communicate effectively online and often provide broader advice and support to other teams in using these channels.

However the areas that haven't embedded social media in their toolkit - the much larger 'rumps' of these agencies - are still operating on pre-internet systems and timeframes. Their focus isn't speed, but quality and diligence. They seek to ensure that information is triple checked before it is announced and that policies and communications are carefully deliberated and crafted to be precisely accurate in every particular.

This means that whenever there is a need to respond quickly to public needs in a crisis or event, the social media team is ready and able to rise to the challenge (as @QPSMedia did in the Brisbane floods). However they may still struggle to source relevant, accurate and timely information from the rest of their organisation (as did @QPSMedia in the example I first provided).

This may create communications and engagement breakdowns or slowdowns, leave agency social media teams looking ineffective or evasive and damage their ability to manage online relationships and incidents in effective ways.

These slowdowns may ultimately impact on the overall reputations of agencies, leaving them looking slow or ineffectual.

So how do we manage these two-speed government organisations?

In the long-term we might see agencies capable of operating at internet speeds, with systems and processes that allow them to manage their data flow and quality needs while also meeting the public's desire for fast information.

In the short-term, as our organisations evolve, it is critical to consider bridging tactics to allow agencies to operate at both speeds - deliberative and internet.

These tactics can include preformatting messages wherever possible. For Twitter a former staff member in my team termed these 'Tweetplates', which could be pre-approved by management and then reused without additional approval requirements.

Material or entire websites that aren't time sensitive can be prepared, reviewed and approved ahead of time, then used as needed in crisis (such as a list of hospital locations or standard emergency instructions). They should be reviewed periodically to keep them up-to-date.

It is also possible to use delaying tactics - to a point. Rather than answering a question immediately it is acceptable to acknowledge the question, indicate that you're working on an answer and that you will provide the answer as soon as possible. Of course it remains necessary to actually answer the question when you said you would.
